In the quote Jefferson proposed, that as institutions develop, become more enlightened, and with the change of circumstances, they must also advance to keep pace with the times.  He said that, we might as well require a man to wear still the coat which fitted him when a boy, as require institutions to remain stagnant.

Things change - one size does not fit all - form does follow function - the current HR fad doesn't work for all - and there are predictable systemic issues.

For example: as employee population grows; as an industry or market matures; as the company's position in the market place grows and it captures a significant market share; effective people management techniques change.     

What was working fine before will at a point cause more problems then it solves.
