Industry Maturity Organization Dynamics

Effective HR methods are different in a mature industry as opposed to one that is developing. 

Risk, product yield, and competition dictate dramatically different approaches to managing people and Human Resource policies, procedures, and systems.  A mature industry is more predictable, industry participants tolerate less risk and product yields influence employers to adopt competitive practices.  A developing industry is more fluid - it encourages companies to try different people management approaches.

Business however is dynamic, industries mature and companies vertically and laterally integrate.  For example, a company that delivers cement is in a mature industry, where product yields encourage employers to adopt competitive practices.  However, if the company pours their cement into a mold and begins to sell pre-stressed pre-cast concrete it's no longer in a mature industry.  The product yield increases dramatically, it will bear more risk, and encourages them to try different management approaches in an effort to secure competitive advantages. 

Globalization and technology have also changed the dynamics in even mature industries.  The pressure of the market place will eventually encourage a competitor to risk short term profit for a longer term advantage.  Traditionally they will secure improved technology or begin to either buy or sell product off shore.  When that happens other competitors are forced to adopt the "new normal" approach.
