They're given to new employees and they
take them home unread and end up in a pile somewhere.
When they are most often read is when an
employee perceives some injustice. Then the handbook is consulted to
find out, "can they do that?"
They're written "to protect the
employer's rights", address some legal issue, and define in excruciating
detail the unexplainable.
Rarely do they meet anyone's
expectation.
